Mission Statement

The mission of the West Vincent Police Department is to work with our fellow citizens of West Vincent to enhance the quality of life in our township.  We will endeavor to raise the level of public safety through fair, impartial, and efficient law enforcement.  We will preserve constitutional rights and human dignity, and to maintain a partnership with our community to meet present and future challenges.

In order to attain these goals we will strive to be recognized as an organization of the highest ethical standards and integrity and recognize that no one is above the law.  We will operate together with trust and mutual respect for each others skill and experience.

In accomplishing these goals, service will be our commitment, honor and integrity our mandate.

 

Officer Bios

Chief Michael Swininger

Chief Michael Swininger is a 1987 graduate from Owen J. Roberts.  He began his career in law enforcement in 1993 when he was appointed as a Deputy Waterways Conservation Officer for the PA Fish and Boat Commission.  After graduating from the Reading Police Academy that same year, he served as a police officer for the Spring City Police Department and for the East Vincent Township Police Department.  In 1996, Chief Swininger joined the West Vincent Township Police Department as a Police Officer, and also served on the Chester County Drug Task Force.  In October of 2001, he was appointed by the West Vincent Township Board of Supervisors to Chief of Police.

Chief Swininger is a graduate of the Pennsylvania Chiefs of Police Command Institute, the FBI Law Enforcement Executive Development (L.E.E.D.S) and The Southern Police Institute Police Management Training.

In March 2008, Chief Swininger graduated from the 232nd FBI National Academy class, held at the FBI training academy in Quantico, Virginia.

Officer Matt Fredericks

Officer Matthew Fredericks joined the West Vincent Township Police Department in 2009 as a part-time patrolman.  He is a 2004 graduate of West Chester University where he majored in Criminal Justice.  Matt graduated from Delaware County Police Academy in 2004.  He worked for three years with the Chester County Sheriff's Department before joining West Vincent.  Matt also worked part-time in East Pikeland Township.

Officer Pat Butler

Officer Butler graduated from Delaware County Police Academy in 2004 and was employed as a Corrections Officer at the Chester County Prison prior to being hired at West Vincent Township.  He joined the Department as a part-time officer in 2005 and was hired full time in 2006. Pat is also employed part time with East Vincent Police Department. One of Pat's goals is to build a strong Community Relations Program in the township. When Pat is not patrolling the township, he enjoys spending time with his wife and daughter.

On October 3rd, 2008 Officer Patrick Butler graduated from the D.A.R.E. officer training program held for two weeks at the Masonic Conference Center in Elizabethtown, Pennsylvania. Officer Butler will be working with the Owen J Roberts School District to implement a D.A.R.E. program in the new West Vincent Elementary School in the beginning of 2009. Officer John R. Kane

Officer John R. Kane joined the department in 2006 as a part-time partrolman. J.R. was born and raised in Phoenixville. In 2003, he graduated from Albright College in Reading where he majored in Communications and English. JR graduated from the Montgomery County Municipal Police Academy in January of 2006. JR also works for Schuylkill Township as a part-time patrolman. He enjoys working in West Vincent Township and spending time with his wife.

Officer Austin Russell

Officer Austin Russell graduated from Downingtown High School in 1993 and the Delaware County Municipal Police Academy in 2000. After graduating from the Police Academy, Austin was employed as a police officer with Souderton Borough Montgomery County until 2004.

Austin has been a police officer with West Vincent Township since 2004 and also works part time with East Vincent Township.

Officer Russell is a certified Firearms and Taser Instructor.

Officer Matt Williams

Officer Matt Williams' law enforcement career started over 18 years ago after graduating from the Montgomery County Community College Municipal Police Academy. He received basic training in the United States Coast Guard and is a Medic in the United States Army Reserves. He has also received Supervisory training from Penn State Justice and Safety Institute, Crisis and Hostage Negotiator from the FBI, and Accident Investigation from the PA State Police. Matt successfully graduated from the FBI National Academy Session 225 in June of 2006 and is also a member of the Chester County SWAT team.

Matt joined the West Vincent Police Department in 2001 as a part-time officer. Since 1990, Matt has been employed full time with East Vincent Police Department and was promoted to Sergeant in 2002. In addition to his duties as a Sergeant, Matt is also trained as a certified OC and ASP Baton Instructor as well as a Field Training Officer. Officer Williams also serves on the Fugitive Warrant Task Force for Chester County as well as a member of the Owen J. Roberts and Spring-Ford School District Safety Committee.

In his spare time, Matt enjoys physical activities, reading and fishing.

Officer Woodland

Officer Woodland was raised, and still resides, in Chester Springs, PA.  Nate graduated from Delaware County Police Academy in 2004.  He worked for the Chester County Sheriff's Department since 2005 before joining the West Vincent Township Police Department in May 2008.  He also worked part-time for the East Whiteland Police Department.  In addition to spending time with friends and family, he enjoys the outdoors and is an active member of the Phoenixville Jaycees (Junior Chamber of Commerce).

Officer Shawn Michinock

Officer Shawn Michinock joined the West Vincent Township Police Department in March of 2010 as a part-time patrolman. He graduated from the Montgomery County Municipal Police Academy in 2009.  Shawn also works part-time in East Vincent Township and Spring City Borough.

Shawn’s message to the community: “This is a great Township, we need your helpful tips and input to keep it that way.”
