WEST VINCENT TOWNSHIP

PLANNING COMMISSION

July 17, 2008              7:30 PM

Attendance:  Chairman Peter Rodgers, Vice Chairperson Jean Warrick, Sara Shick, Bob Kaiser, George Martin, Township Manager Jim Wendelgass and Township Secretary Tammy Swavely.

Chairman Rodgers called the meeting to order at 7:37 PM.

The minutes of June 19, 2008 were unanimously approved as amended on a motion by Shick and a second by Kaiser.

Correspondence:

The Open Space Advisory Committee Minutes, the Environmental Advisory Council Minutes and the Board of Supervisors Minutes that were previously distributed by e-mail were acknowledged as received.  The Erosion & Stormwater Control Inspection Reports and Earth Disturbance Reports distributed by e-mail were acknowledged as received. 

 

SUBDIVISION/LAND DEVELOPMENT:

Wilkinson:  Nothing new with this application.

Burch/Woodstone:  Nothing new with this application.

Weyl:  Preliminary Plan Approval was given by the Board of Supervisors on June 27, 2008.  There is an outstanding appeal on the Conditional Use Decision by a resident. 

St. Andrews Church:  The Conditional Use Hearing was held July 14, 2008 for an expansion of a non-conforming use.   

Wetherhold/Remington:  Scott Emerson discussed this plan with the Board of Supervisors and he stated that his client would be willing to pay the Township to repair Beaver Hill Road at the “S” curve in lieu of doing it themselves.  The Board has asked for a cost analysis of what they think it would be.

PLANNING/ZONING:

Ludwigs Square:  The Applicant met with the Planning Commission during their workshop on July 10, 2008.  They discussed a By-Right plan, a sketch plan dated February 6, 2008 and the latest plan dated July 2, 2008.  The Commission feels that there is not enough green space in the plan and that the Applicant cannot rely on the 3-acre parcel to meet both the stormwater requirements and the greenway requirements.  The Applicant is to meet with Kise, Straw and Kolodner, the consultant who helped the Township write the Ludwig’s Corner Master Plan for a better idea of the concept.  The current plan requires two zoning changes which include a change in the setback from Route 100 and a zoning overlay for a Ludwig’s Corner Shopping District.  In addition, Jim Wendelgass pointed out that the applicant’s property actually lies in two different zoning districts (VCC and R-2), and shopping centers are not permitted uses in R-2. 

Collie Construction:  This Zoning Hearing has been postponed indefinitely.  The Township received a letter from the Chester County Health Department informing the Applicant that it does not have space for a well or septic on the property.                      

Becker:  The Zoning Hearing for this Application is July 29, 2008.  The pool has been removed from the plan.  They still need a hearing to construct structures in the setback from the creek. 

Abram Realty/PNC Bank:  Nothing new with this application.

Tummillo:  The Applicant is waiting on the Zoning Ordinance changes for the loading zone distances from the property line.

Holderness/Davis:  The Hearing is continued until for July 29, 2008. 

New Business:

Christine McNeil, Supervisor in East Vincent Township, came to discuss the Northern Federation of Chester County Regional Park and Recreation Plan scope of services.  After the scope is approved, the Federation will seek consultants to propose approaches to preparing the plan.  She informed the commission that the first step is to do a needs assessment and complete inventory of the area.  The following Townships are members of the Northern Federation and will be asked to participate are:  East Nantmeal, East Coventry, East Pikeland, East Vincent, North Coventry, South Coventry, Wallace, Warrick, and West Vincent Township.  Other municipalities that are being informed are the Borough of Phoenixville, Schuylkill and Charlestown.  90% of the study will be funded by Chester County with the remainder of the funds coming from the members of the Northern Federation.  After a discussion of what was involved, Shick made the motion that the Planning Commission recommend to the Board of Supervisors that West Vincent commit to participate in the study proposed by the Federation of Northern Chester County.  Warrick seconded the motion which carried unanimously.
